How do the judging agencies pick winners at random from the database of all entries? More importantly, When there is a sweepstakes with a Grand Prize and some lower tier prizes (First, Second, Third, etc) Do they pick the Grand Prize first and then the lower tier (working down)? Or do they pick the lower tier winners first working up to the Grand Prize?
I ask because if its like a game show or a public drawing they usually pick lower tier first to create suspense if of course the prize selection has an audience. But do they do that when its just a random pick from a database? i am really curious about this.
