For me to claim this prize, I need to get the form signed and notarized. I think I will pass on this. A coupon book? Usually, I can find some use in a prize I win, not sure about this.

I have never won a prize where I could transfer it to someone else. NEVER.

You could still have to pay taxes even if you don't get 1099'd. The IRS auditing you is pretty rare, depending on your income and how you file your taxes.
