Won an instagram contest for goggles, but I need to pay shipping. Is that normal?

this was from outdoorshopx.com / instagram campingxx. I was given a code for $100 off a $100 pair of goggles, but shipping is just shy of $23. Is this real?
 
Did they have rules listed for the sweepstakes?

I have seen some sweeps that say something like: depending on your country, winner is responsible for shipping and/or customs cost.
 
Thanks you two! I opted out of getting these. they have a web page https://outdoorshopx.com/ but looks like it just started in 2020 and their products look like knockoffs of the real thing. Even if they are just trying to start their own business w/ these sorts of promotions, I know I can get a name-brand pair of goggles that are impact-safe for $50, and I'd rather go that route.... guess i trust it more. I so appreciate both of your replies..I hope you have a great Easter Weekend.
