sweepstakes requiring purchase question

A convenience store near me that is part of a chain of grocery stores in the Midwest is running a sweepstakes. no one knew the rules. I contacted the corporate office who referred me to the store manager. this was his reply. "It is pretty simple, every time you purchase a fountain pop and swipe your fuel saver perks card on the same transaction you get registered. At the end of the month we will randomly chose 20 customers to win from this registered. If You win you will be given a 365 dollar Hy-Vee gift card. Essentially making you able to purchase a 32oz fountain pop every day of the year for an entire calendar year."
OK great sweeps but no published rules and have to make a purchase. so question. where do I find the "law" that for a sweepstakes there must be an alternate entry than purchase?.

FIY, the Federal regulatory agency is The Federal Trade Commission and the State level would be the State Attorney General.
