Google - automated sweepstakes entry services - and you'll find a number of firms that'll (for a fee) automatically enter you in sweeps.
The information you've found in the rules is designed to prevent this type of entry. One of the reasons we must deal with Captchas is also to prevent these firms from entering you in sweepstakes. "Bots" are another reason for the use of Captchas.
Despite protestations to the contrary by these firms, sponsors don't like you to enter their sweeps via a 3rd party. They want you to personally visit the website, and become familiar with the Company and it's products and services. Otherwise, what's the point of sponsoring the sweep? They're not in business to give money away without receiving some advertising exposure in return.
The increasing use of this verbiage in the rules and the use of Captchas by sweepstakes sponsors and promoters is designed to eliminate entry by this method, not the use of Roboform.
Unfortunately, it's difficult to write rules prohibiting this activity without giving the appearance that it also includes Roboform.
As Amy pointed out, "Every person has to make the decision for themselves on whether or not to use Robo."
In a perfect world, no one would cheat by using bots, and everyone would personally visit the Sponsor's website.
Unfortunately, this hasn't happened so we all get caught up in the sponsors and promoters attempt to deal with the problem.
