That's a very fishy looking site. It's also not a US company. Rules do state that their is a registration fee and give you the address for sending your money. All monies being sent to Republic of Moldova. I definitely would not be giving anyone calling or emailing me any bank account information.
I reported it to an editor to update the listing with the fees, or to pull:

Please note that there are some application rounds and the amount of registration fees for each of the images submitted are:
1.Deadline 15 September 2012- 10 USD
2.Deadline 30 September 2012- 16 USD
3.Deadline 31 October 2012- 24 USD
4.Deadline 30 November 2012- 32 USD
Payment of fees can be done by Bank Transfer to Center for Disaster and Climate Change Risk Reduction and transfer copy must be submitted by email to [email protected].
