No Purchase Necessary to Enter, A Purchase WILL Increase Your Chances of Winning?

Okay, this has been bugging me for a while now, but there are a certain online sweepstakes out there in which it actually says if you make a purchase that you'll get a huge amount of entries. Is this actually legal? For some reason, I was under the impression that was against the law, given that most sweepstakes have some sort of disclaimer that says something like "No purchase necessary to enter or win. A purchase will not increase your odds of winning." Here is an example of one linked from this site that gives you 600 extra entries if you make a purchase from their store.
 
You're not its not legal, but just like the sweepstakes you've pointed out..it does happen. I notice it tends to happen with the self-run sweepstakes as opposed to a sweepstakes that is run by a sweepstakes agency (like helloworld).

IF you can get 600 extra entries via mail or something too then it's allowed - IIRC
