Why are NY and FL excluded?

Seems a lot of good sweeps always exclude NY and FL, occasionally CA. Why? Is it because these states have more lawyers per people? Or.........?

Here's a post which provides an answer and a link...thanks to lidarkside. I just visited the link which explains many things, including Florida being excluded. The link still works:

In Florida and New York, games of chance with total prizes exceeding $5,000 must be registered and a bond must be posted. Once the winners are announced, a winners' list must be provided in order to release the bond. Fla. Star. Ann. § 849.094; N.Y. Gen. Bus. § 369-e. Rhode Island requires registration of games of chance conducted through retail outlets with prizes in excess of $500. R.I. Gen. Laws §§ 11-50-1.

For many Internet content sponsors, it is simpler to prohibit certain states' residents from participating in the contest than to comply with these extra, somewhat burdensome procedural requirements. This is the rationale behind the common limitation in many contest rules, 'void where prohibited,' or more specifically, 'void in Florida, New York and Rhode Island.

Hi,
I live in Fl and have for 40 plus years. The State Attorney way back when had to get tough on the time share people because they were at one time scam groups running bogus contests and sweeps. I think our consumer laws were put in place to keep those crooks in check. Of course that was at the beginning of the the whole time share thing about 30 years or so ago.
I hate not being able to enter sweeps in FL. Oh well.
