Shoe Carnival win??

Got a gift card from Shoe Carnival with a note saying "Congratulations on your win". However when I tried to activate it I was told that the Sender (Shoe Carnival) needed to activate it. Contacted SC. They have to send it to "Higher Management". Way too much trouble for a $10 gift card.

And I feel that those aren't really WINS....if you have to put $$ into getting an item, with the use of the gift card, its just a discount, not a win!! That's what I feel!
