Has to be a scam - mercedes or cash - beware!

My 82 year old father just got a call from someone who identified himself as 'John Brown'. Dad handed the phone to me.
The caller had a foreign accent, possible Indian. He said my dad won a Mercedes and cash and he could pick it up in Washington DC, or they would deliver it today by UPS. He told me he was with a company called 'Winners Winners' that is associated with Publishers Clearing House. He said dad would have to pay a 1% tax if the prize was delivered. I asked him how they were going to deliver a car by UPS and he said with a dolly! Haha. The phone number he gave was 202-506-8714. The number did not show on the cellphone.
I told him we would talk it over and call back in a half hour.

I was of course skeptical. I looked online and found similar scams. I won't be calling John Brown!
Does anyone know a way to report these scams?
 
This may be racist but I flat out will not talk with anyone who has a thick accent from a foreign country for two reasons. # 1 its likely a scam. #2 It infuriates me that American companies hire foreign telemarketers. Those are jobs that many disabled and also many seniors could do cheaply from home and they are in very short supply in this country. Its a crying shame .
