Does the person who wins really need to put the $50,000 toward a new garage or can it go to anything for your house?

In this case, the prize is $50,000. The intent of the sweep may be to upgrade your garage, but once the money is yours, you get to decide how to spend it. You are not obligated to spend it on your garage.
 
I think gosweepwin is right on the money on this one. I won a sweep that was advertised as a grand prize of a pair of designer shoes. They awarded it in the form of a $400 Visa GC. I used the GC on groceries and necessaries for my home.
