Win two tickets PLUS your plane ride to the Nuggets vs Magic game on February 14.
6. Selection of Winner. One (1) winner (the “Winner”) will be selected on February 4. The Winner will be notified on February 4.
7. Prize. The Winner will receive two tickets to the Denver Nuggets vs. Orlando Magic game on February 14, 2022. The game is in Denver, CO. Winner will also receive airfare from Grand Rapids to Denver and airfare from Denver back to Grand Rapids. Winner also receives one hotel room for lodging at the SpringHill Suites Denver Downtown Hotel.

It looks like there is only 1 winner for that sweep. The rules say they will contact the winner today.
The wording in their email is pretty weird. Maybe the finalist wording is in case they don't hear back from you? But if they hear back, then you won? That's just a wild guess.

I know sometimes I've gotten the congratulations finalist notice and then they just double check your entry against rules to make sure you were in compliance; from the right state/country, age etc. Then when it checked out I got another notice saying I'd won. Maybe that's what's happening here? I'll keep my fingers crossed!

That's what I thought. They just want to be careful with the wording, like "pending eligibility" before stating you actually won, but then why use the word congratulations(?) It is a bit odd, but what isn't nowadays...? Congrats!
 
I got something like that before. Once you submit the necessary documents then you will be able to get the prize provided you meet the rules eligibility requirements. Congratulations!
 
If you're ever not sure, though, you can probably find a phone number with the company to contact to speak with someone. Still, it sounds to me like it's probably legitimate. Congratulations!
