Please do not bash sponsors - many do read and react to forum posts - with so many people complaining about not winning or how hard it is to win these days, we would not want companies to stop offering sweeps and choose to use their advertising budget in other ways instead.
As sweepers, we do understand the disappointment of a "win" which turns out to be a discount when you make a purchase - or sometimes free shipping - just look at it as a form of advertising to get your attention.
I am not familiar with this particular sweeps, but for any sweeps, it is best to read the rules before you decide to enter. If the rules list a $1 coupon as a prize, then you have been informed in advance, and if you choose not to enter, or to enter in hopes of a larger prize, then just brush it off - it happens sometimes.
You will have a real win soon.

ALL of the prizes are Curly’s products or coupons, so the sponsor would probably assume only customers/future customers would enter/want to win.
And, it IS a win when it's listed as a prize, as it is for this promo, but, AFAIK, it doesn't mean you can't win again like other promos I've seen that limit you to 1ppp:
